Sure this puts him at risk often, but he is such minor competition that most of the bigger fish tolerate him for a laugh or two. His delusions are amusing to most of the gang leaders and drug connections, so much of the time he can fish out needed information without raising any serious red flags.

He lives comfortably on the rim of middle class (which is considerably higher than most of his neighbors). despite his position in the community Johnny has kept his street cred and is "in the know" on much of what happens "across the tracks".
